National ConservatismWelfare ChauvinismRight-Wing Populism

Pakistan Tehreek-e-Insaf: history, ideology and voters

A concise reference on Pakistan Tehreek-e-Insaf of Pakistan — where it comes from, what it stands for, and who votes for it.

History

Pakistan Tehreek-e-Insaf (PTI, Movement for Justice) was founded in 1996 by cricketer Imran Khan as an anti-corruption third force, spending a decade and a half in the wilderness with a single parliamentary seat. The 2011 Lahore rally breakthrough, youth mobilization and the 2013 third-place finish made it a national contender; the 2018 general election delivered victory and Khan became prime minister (2018-2022) on accountability, welfare and an independent foreign policy. Ousted by a no-confidence vote in April 2022, the party radicalised into Pakistan and the largest street movement, surviving a crackdown, the loss of its bat symbol and Khan and the 2023 imprisonment. In the February 2024 election its backed independents won a plurality of seats despite contesting without a symbol, but a PML-N-led coalition took government. Through 2025-26 PTI remained the most popular single party in most national polls near the mid-thirties, campaigning from opposition for fresh elections and Khan and the release. The next general election is due by February 2029.

Ideology

PTI ideology is populist-nationalist welfarism under the banner of Riyasat-e-Madina: accountability courts for elites, universal health coverage (Sehat Card), cash transfers, housing construction and an assertive sovereignty-first foreign policy balancing Washington, Beijing and Riyadh. It demands electoral reform, judicial independence and military non-interference — a striking reversal from its earlier establishment alignment. Economically it mixes IMF-programme compliance with subsidy populism and SME promotion. Socially it is religiously conservative with youth-modernist communication. Compared with PML-N it is less business-house-based; compared with PPP it is Punjab-KP-centred rather than Sindh-rural. Analysts classify PTI as the Pakistani populist right: majoritarian, charismatic and anti-dynastic. On provinces it defends KP and the resource rights and Punjab and the development share while demanding Karachi attention.

Voter demographics

PTI voters are urban youth, first-time voters, middle-class professionals, traders and the diaspora: Lahore, Rawalpindi, Peshawar, Karachi and the overseas Pakistani belt in Britain and the Gulf. Its electorate skews dramatically young and male, with voters under 35 forming the core, alongside lawyers, doctors, students and social-media natives. The party dominates Khyber Pakhtunkhwa and urban Punjab while trailing in rural Sindh and Balochistan. Women support through health-card and education appeals, though at lower rates than men. Education predicts support positively, an inversion of most radical-right patterns. Turnout is rally-driven: Khan and the calls mobilise spectacularly, while repression-era polling shows a persistent enthusiasm gap over coalition parties. Overseas Pakistanis, though mostly voteless, fund and amplify the movement.
